Benefit duration, job search behavior and re-employment

This paper studies how the potential duration of unemployment benefits affects early job search behavior and re-employment outcomes. We exploit an unexpected reform German insurance (UI) scheme in 2008, which increased benefit from 12 to 15 months for recipients age 50 54. Based on detailed survey data a difference-in-differences design, we estimate that one additional month reduces applications by around 10%. Using social security data, further find extension increases average nonemployment individuals entering UI after reform. Among who got treated at later stages their spell, coverage does not appear come cost longer nonemployment. A cautious back-of-the-envelope calculation reveals substantial finding returns effort.
